Constructability Reviews and Independent Cost Estimating

Our direct knowledge of construction operations, and understanding of how construction costs are developed, allows us to prepare estimates comparable and compatible to contractor’s estimates.

Stanton believes the purpose of Constructability Reviews and the Independent Cost Estimate (ICE) evaluations is to minimize owner’s risks associated with cost over runs, delays, and any problematic issues that might have a detrimental effect on their projects. Most problems can be resolved efficiently and economically during the planning and design stages.

On several projects, Stanton Constructability Services, LLC (SCS) has worked with owners in the early stages of design, giving the team the best opportunity to identify issues, which then allows time for appropriate changes in the design process. SCS has the understanding and constructability knowledge of actual and current construction costs to aid the design team.

Through experience, Stanton has proven that a thorough review of the plans, specifications, and any other construction documents will provide owners with a quality project, and bring the best value with minimal risks. Stanton’s cost estimates are prepared using the same methods used by general contractors.

When completing constructability reviews, Stanton focuses on many other issues, which may involve scheduling, sequence of the contractors operations, existing conditions, utility requirements, ROW and impacts, scope clarification, availability of materials, labor, and potential contractors. Our reviews assist owners with meeting the challenges of the project and obtaining their goals.

CMGC and Owner Representation

Stanton has performed direct ICE estimating services for over 50 CMGC and 7 design-build projects in Utah, Washington, Oregon, Arizona, Alaska, Colorado, California, and Massachusetts. Stanton has assisted DOT’s and transit agencies in developing their CMGC programs as well as performing ICE services on individual projects.

Stanton’s team offers the flexibility of working as an owner’s representative by negotiating on behalf of the project owner or as a consultant, advising the project owner with the necessary back-up information.

ICE Experience

Stanton brings lessons learned from previous ICE projects and applies them to the next project in an interactive and collaborative manner with the entire project team (owner, designer, contractor and ICE).

Our broad-based experience with the CMGC process will help make the team more efficient and shorten the learning curve for all parties involved. While the firm is headquartered in Salt Lake City, Utah, we have performed services throughout the United States.

Construction Experience

Stanton has leveraged its construction experience in order to give owners a stronger position when negotiating GMP pricing, contracts, and change orders. This methodology is also used in the early stages of project development to review and assess risks, establish early project budgets, and establish realistic schedules.

The Stanton team has successfully established an acceptable Guaranteed Maximum Price (GMP) for both the CMGC contractor and owner on all of our projects.

Contractor Language

By simply talking to a contractor in their language and asking some specific questions, we have been able to reduce costs submitted by the contractor, which in turn, benefits the owner.

We have also been able to eliminate or reduce a contractor’s perceived risk on projects by working with the owner and design teams to establish a clear scope on specific project components.

The Early Stages

We recognize the importance of cost controls and how important this is to all projects, generally many months prior to bidding.

We’ve been involved in the very early stages of most projects, primarily at plan-in-hand, but also at PS&E.

Early in the process, we reviews the project for budgetary reasons, providing an estimated cost reflective of the early stages of design.

These estimates are reflective of how a general contractor might look at the project. Our Heavy Construction Systems Specialists (HCSS) production based estimating software provides owners with nearly current estimated costs.

Estimating

Stanton has very strong estimating skills, which establishes a probable cost of construction. 

This experience enables us to assist owners with budgetary constraints, and may afford owners more opportunities to expand the project yet remain within budgetary constraints.

Plans Review

Stanton also reviews the plans in detail to provide input on possible value engineering (VE) ideas. By conducting a thorough review of the plans, Stanton ensures reasonable accuracy and eliminates possible costly changes.

In addition, Stanton reviews the specifications for accuracy, and potential adjustments for complete clarification as to the specific requirements intended for these projects.

Claims Review

Stanton has worked with DOT’s on several claims reviews. Project delays and changes may be inevitable and are typically never simple. Many times project personnel changes, documentation is lost, and information is unclear. Stanton can assist in reconstructing schedules, researching the data, and piecing information together to provide an independent evaluation of a claim for merit and potential cost. 

With our years of contracting experience we can provide the “contractors perspective,” which give owners a better understanding of cost, schedule, risk, and project impacts.

Schedule Review and Management

Many people are proficient at running scheduling software, but what sets Stanton Constructability Services apart from the others is the hands-on experience in constructing heavy-civil projects and real-world experience. Understanding different means and methods, along with a solid background in construction estimating and production rates is essential to fully understanding construction schedules.

By utilizing P6 and TILOS software, Stanton can assist their clients in reviewing baseline schedules, monthly schedule updates, weekly updates, acceleration schedules, and time-impact analysis (TIA) schedules. Early involvement in the schedule process has proven to be very beneficial to owners. Stanton is capable of analyzing, forecasting, and evaluating potential risk through the project schedule. Early detection of potential conflicts allows owners the time needed to mitigate cost and project delays.
